Set a paused workflow live again; the next run is scheduled from its cadence.

{ "workflow": { …, status: "live", nextRunAt } }. Idempotent. Resuming a workflow the agent proposed approves it. Under the Proposed Workflows setting Ask Me First, that is what starts it. 404 for an unknown or another account's workflow.
